Strategic Context

Papua New Guinea's coastal city of the future

Vanimo 2040 is a 15-year master plan across 757 km² of coastal development — growing the city from about 50,000 people today toward 500,000+ by 2040, while connecting rural communities to international markets.

The plan follows a polycentric growth model (inspired by Dubai 2040): urban corridors, waterfront activation, logistics and aviation infrastructure, and ecological buffers that protect the coast as the city scales.

Mandate strengths

What underwrites this opportunity

Four structural advantages that sit behind Holdings' mandate — distinct from the broader investment story on our homepage.

Wutung border access

Direct trade gateway to Indonesia's 280-million consumer market — a position no other PNG city shares.

Policy & PPP cover

National SEZ intent plus PPP Act 2014 procurement — transparent tenure for long-horizon capital.

Master-planned land

757 km² of coastal allocation with first-mover land costs versus Port Moresby or Lae.

Aligned local capital

DDA startup funding and ministerial advocacy signal political and community commitment to delivery.

Message from the CEO

From Noel Wright, Chief Executive Officer Vanimo Free Trade Zone Holdings Limited

The Vanimo Free Trade Zone has moved from aspiration to incorporation. With this K3 million from our District Development Authority, we now begin building the team, the systems and the partnerships that will turn Vanimo into Papua New Guinea's most competitive trade and manufacturing hub on the Asia-Pacific frontier.

Holdings is IPA-registered, locally capitalised, and mandated to package Vanimo's infrastructure gaps into investable PPP and concession opportunities — with Investor Day planned for Port Moresby and Singapore within 12 months.

Where we stand

To investors watching from Singapore, Jakarta, Sydney, Hong Kong and beyond — the corporate vehicle is now in place. Vanimo Free Trade Zone Holdings Limited is formally registered with PNG's Investment Promotion Authority, our governance is transparent, and our pipeline is aligned with the Vanimo 2040 master plan.

The K3 million startup fund from the Vanimo-Green District Development Authority is a signal: local government, the Minister for Tourism, Arts and Culture, national policy frameworks and community landowner groups are aligned behind converting Vanimo's border-and-coast advantage into measurable economic value.

The road ahead

Vanimo still needs an international-grade airport, an upgraded shipping wharf, serviced export-processing land and a streamlined Wutung border post. The Minister is lobbying the National Government on each. Holdings packages these gaps into PPP and concession opportunities — and invites investors to the table as co-architects of what gets built.

Every great trade hub in Asia — Shenzhen, Singapore, Jebel Ali, Subic Bay — began with vision, location, political will and first capital. We now have all four.

Next 12 months

We will: finalise SEZ enabling instruments; commission feasibility and master engineering for seaport, airport and Wutung upgrades; launch our first three priority concessions; and host Investor Day in Port Moresby and Singapore.

An invitation

If you have ever wanted to be in at the beginning of a coastal city — not the brochure, but the incorporation — that beginning is now. Reach out to my office directly. We will respond.
